Western Maine Board of Federation Softball Umpires
All high school and middle school softball umpires in Maine, must complete TWO different background checks.
The reason for TWO background checks is simple; two different organizations are requiring background checks using different criteria/processes.
New for 2026
The first background check is for USA Softball-Maine.
Do NOT go to the USA Softball National site or the old USA Softball-Maine site!
Enrollment includes registration with USA Softball, the "Safe Sport" program and a background check for USA Softball. Registration & payment includes, "Safe Sport" training and individual nsurance coverage. It also provides General Liability coverage for the WMBFSU so we have the insurance we need to be able to use our meeting spaces. All of this is included in one payment to USA Softball - Maine.
Everyone is starting fresh as we now register through USA Softball - Maine NOT through the national website.
USA Softball - Maine process. Go to USA Softball - Maine. The charge for this service is $$96.24 ($71.82 for registration and $24.42 for annual USA Softball background check). The login button is in the top right hand corner. Sign up for a new account.
The first page is generic and used for parents, coaches, umpires and other volunteers. Please complete all fields. Log out then login again.
Click Dashboard in the black banner near the top
Select Officials - then Register for 2026. This is where your payment is required, Once paid you are registered.
Once registered, Click Dashboard again in the black banner near the top. Click Compliance and complete Background Check. Do this soon so that your background check is not delayed.
Safe Sport is also accessed under Compliance. Connecting from there avoids having to pay for this service separately. If this is your first time using Safe Sport, create an account. If you have used Safe Sport before, use your former login.
You are required to complete the Safe Sport process each year. The training is a 4 year cycle, initial training and then 3 refreshers, 1 each year. Year 5 is a repetition of the original training.
Maine Department of Education Criminal History Record Check (CHRC).
The Maine Principals’ Association requires the Department of Education process that includes fingerprinting the first year and is good for five years. Note that if you officiate another MPA sport, or you are an educator in the system, then you do NOT have to go through the process again. However, you do need to provide proof to the Secretary. The WMBFSU is required to maintain a list of approvals from the MPA.

All Maine high school sports officials must complete the Department of Education Criminal History Record Check (CHRC). This often referred to as getting fingerprinted. If you currently work in a school or officiate another sport, you only need to send proof of a valid CHRC or the last four digits of your social security number to the board secretary wmbfsu.st@gmail.com.
If you have not gone through the process yet, there are two steps to get started (the order is not important, but they must be done!)
Preparation
Create an MEIS account if you do not already have one.
Go to https://www.maine.gov/doe/cert/fingerprinting. On this page, in the box labeled "What Do I Need To Do To Be Fingerprinted" there is a link to ‘How to create an MEIS Account.’ This is the best and fastest way to get your information processed in the certification office for the Department of Education.
Every person creating an account in the MEIS system for the purpose of applying for a credential will need to select to Be a Maine Educator in order to access the proper screens. Any individual having issues with creating an account can call the Department of Edudation at 207-624-6603 Monday-Friday 9-3:30 or email us at Cert.DOE@maine.gov
Register for a Background Check with the DoE
Once you have your MEIS account, you will want to go to the link at https://www.maine.gov/doe/cert/fingerprinting that says ‘How to Apply for a Background Check (CHRC) Only.’ Complete that process which will include providing a credit card to pay the $15 fee associated with this step.

When setting up your appointment, you will be asked for the Agency name. It is the Department of Education.
Even if you have registered before, select "New Hire" in applicant type.
There will be a charge of $55 from Identogo
REMEMBER, YOU MUST REGISTER WITH THE DoE AND GET FINGERPRINTED.
Doing one step without the other will NOT complete the process
Once you have completed both steps above, you can check your progress at:
https://www.maine.gov/doe/cert/status
Click 'I DO NOT have a MEIS account'
Enter your last name and last 4 of your SSN and hit submit.
Once complete, you can print the screen and email it to your local secretary or UIC, or simply email the last four digits of your social security number to your local secretary or UIC.

Note: It is YOUR responsibility to provide the appropriate information to the local authorities. The DOE is NOT going to reach out to anyone, including you, that you have completed the process and are cleared to officiate.
REMEMBER, THERE ARE TWO STEPS TO GET OR TO UPDATE YOUR CHRC. YOU MUST COMPLETE BOTH STEPS TO COMPLETE THE PROCESS. IT IS MORE THAN JUST GETTING YOUR FINGERPRINTS DONE!
